Hirani’s BES Division specializes in architectural and engineering design. Our services include maintaining the exterior structures of buildings, ensuring their safety and integrity. Service Offerings

New York City’s Façade Inspection & Safety Program (FISP), previously known as Local Law 11/98, mandates that buildings over six stories have their exterior walls and appurtenances inspected every five years by a Qualified Exterior Wall Inspector (QEWI). The inspector must submit a comprehensive report to the New York City Department of Buildings (DOB) within the specified time frame.

Our process begins with extensive research into the building’s history, followed by a detailed hands-on inspection. We then prepare a report categorizing the building as Safe, Safe with a Repair and Maintenance Program (SWARMP), or Unsafe, providing clear guidance for necessary maintenance and improvements.

Hirani offers a thorough evaluation and analysis of building facades, enabling clients to make informed construction and rehabilitation decisions while maintaining compliance with FISP requirements. Our goal is to consistently provide the highest quality professional architectural and engineering services for preserving a facade’s integrity, considering logistics, budgets, and goals.

Starting January 1, 2024, building owners must conduct parapet inspections in accordance with Section 28-301.1.1 of the New York City Administrative Code. 

Our team evaluates the alignment and condition of parapets, checking for deterioration and the integrity of associated structures like railings and ladders, ensuring compliance with relevant codes and stability.

The Hirani team follows the FISP Cycles. The filing window for the final inspection of Cycle 9, Sub-cycle 9C, closed on February 21, 2024. However, Cycle 9 remains open for follow-up filings until February 21, 2025.

Cycle 10 of the Façade Inspection and Safety Program (FISP), opens on February 21, 2025 and closes on February 21, 2029. The full cycle spans 4 years, with new cycles commencing every 5 years. Reports filed during previous cycles can be amended by the QEWI if work has been completed to address the issues listed in the original report.

We utilize investigative tools, assess code compliance, and determine the root causes of problems, whether due to design, construction practices, coordination, or material failure.

Our methods include inspections, photographic documentation, material testing, and monitoring conditions. Reviewing all available drawings and documentation helps pinpoint trouble spots. We ensure compliance with current and historical building codes and standards.
